Company Background

Fuzhou SPOTO Network Technology Co., Ltd. (Chinese: 福州思博网络科技有限公司; commonly SPOTO) is a privately held Chinese company specializing in international IT certification and vocational education for emerging careers. Founded on June 20, 2003, it is headquartered in Minhou County, Fuzhou, Fujian Province. Its legal representative is Hu Xiaoming, and its registered capital is ¥1.6 million (fully paid in). The company’s core business is training for Cisco and Huawei certifications and developing network engineering talent. Its offerings span a broad range of ICT fields, including Cisco certification, Huawei certification, cloud computing, cybersecurity, HarmonyOS development, artificial intelligence, PMP project management, and Xinchuang (China’s domestic IT innovation) certification. SPOTO holds 46 software copyrights, including one for its SPOTO live-streaming teaching management software.[7][12][14][16][26]

In 2014, SPOTO became a fully online CCIE training provider. It received investment from Nut Capital (坚果资本) in September 2020 and a strategic investment from Tencent in February 2021.[7][11][13] The company wholly owns Panda Tongxue (熊猫同学) digital technology subsidiaries in Shanghai, Fuzhou, and elsewhere, and has established SPOTO Education Technology in Hong Kong.[7][12] In 2021 it became an official Huawei Authorized Learning Partner (HALP),[24] and in 2024 it was named to Fujian Province’s list of innovative small and medium-sized enterprises.[14–15] Its work centers on ICT talent development,[18][20][24] and it holds industry credentials including National High-Tech Enterprise status.[25]

As of 2024, the company had 19 insured employees.[19][22] It holds 17 registered trademarks, including “Sibo Yingtong” (思博盈通), and its outside investments span education technology and information technology.[7][12–13] In November 2025, its registered capital was reduced from ¥1.7 million to ¥1.6 million. In February 2026, Lin Dehui exited as a shareholder. The current shareholders are Hu Xiaoming (70%), Fuzhou High-Tech Zone Boxue Enterprise Management Partnership (LP) (20%), and Fuzhou High-Tech Zone Sibo Enterprise Management Partnership (LP) (10%).[17][19][21][23]

  1. June 20, 2003Fuzhou SPOTO Network Technology Co., Ltd. is incorporated.
  2. 2006Develops its own Java Bootcamp, a paid, hands-on training program.[2]
  3. 2014Hosts Fujian Province’s first CCIE Conference, co-organized with Fortune Global 500 company Cisco Systems (China) and China Youth Venture Capital (中青创投).[3]
  4. September 2014Shuts down its in-person business and partners with Tencent Classroom, moving entirely to online education.[4]
  5. 2016–2020Named an “Officially Certified Institution” by Tencent Classroom for four consecutive years.[2]
  6. 2019Becomes a Tencent Cloud online training partner and wins Tencent Classroom’s “Most Popular Institution of the Year” award.[5]
